WHAT IS THE LARGE BUSINESS & INTERNATIONAL DIVISION:
The Large Business and International (LB&I) business unit provides service and enforcement activities to support tax compliance of businesses and related entities with assets of $10 million or more, as well as small U.S. businesses engaged in international, U.S. citizens abroad, and foreign persons and businesses with a U.S. tax requirement. WHAT DOES AN ECONOMIST DO? Economists perform microeconomic research and analysis of complex transfer pricing transactions, economic structures, and valuations. They review and analyze economic, statistical, and tax data to determine the existence of a potential transfer pricing or economic issue; develop an effective work plan, conduct research in source materials, explain and defend research findings. They provide technical guidance and may serve as qualified witnesses for the Government in cases reaching litigation. As an Economist, you will:
Perform assignments based on research and analyses involved in examinations, including complex issues covering a range of industries and specializations. Conduct microeconomic research and analyses that require the study of economic structure, business practices, interest rates, competitive conditions, trade barriers and product life cycles. Review and analyze economic, statistical, and tax data to determine the existence of a potential transfer pricing issue; recommend formal or limited assistance or withdrawal; develop an effective work plan, conduct research in source materials that include databases, journals and government publications. Explain and defend research findings to the taxpayer, taxpayer's representatives, exam team, Appeals, Counsel, and other IRS personnel, and may serve as a witness in cases reaching litigation. Provide expert technical advice and direction to service employees relative to the largest and most complex economic issues. Provide technical support on transfer pricing issues which entails in-depth analyses of economic structures, interest rates, business practices, product life cycles, etc. Prepare written findings, reports and other technical guidance. Perform multiple assignments or projects of a highly technical nature requiring advanced economic knowledge, and make precedent-setting and industry - or nationwide determinations. BASIC REQUIREMENTS:
You must have a Bachelor's or higher Degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR A combination of education and experience. The education must include courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education. To qualify, your experience must be sufficient to demonstrate the ability to perform the following:
Conduct independent economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; OR Supervise or coordinate project assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information:
OR Teaching assignments in a college or university that include both class instruction in economics subjects and one of the following:
(1) personal research that produced evidence of results; (2) direction of graduate theses in economics; or (3) service as a consultant or advisor on technical economics problems. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in economics.In addition to the above, you must meet the requirements described below:
GS-13 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level. Specialized experience is experience related to this job which has equipped you with the competencies required for successful job performance. Specialized experience for the Economist position is experience that required the application of economic concepts, theories, principles and practices related to research and analyses of a variety of industries; Experience with economic factors related to pricing and valuation of tangible and intangible property and services, and an understanding of the variety of factors affecting transfer pricing policies by multinational corporations; Experience in analyzing factual information to recognize and evaluate significant and critical factors, solve increasingly complex problems, draw rational economic conclusions, prepare comprehensive reports; and Experience in oral communications to explain and defend research findings.- The experience may have been gained in the public sector, private sector or Volunteer Service. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
