WHAT DOES A INFORMATION TECHNOLOGY SPECIALIST, (DATA MANAGEMENT) DO? An Information Technology (IT) Specialist (Data Management) uses a wide variety of information, knowledge, and tools to develop, modify, and administer IRS databases used to store and retrieve data and to develop standards for the handling of data. In this specific role, you may be called upon to lead significant projects assigned to the local IRS installation or lead the local implementation of IRS-wide Data Management projects. This work often involves difficult and complex problems in the administration of databases, in the modification of data elements, retrieval, and reporting of information to customers from the databases, and insuring the security of data. The solutions of problems and issues have application outside the organization, and are adaptable to many customers or IRS sites. As an Information Technology Specialist (Data Management) you will:
Design, develop and maintain databases. Monitor and optimize database performance and tuning of database operations. Generate complex queries and reports. Participate in the design of data mining and data warehousing of systems. Develop data dictionaries, data models, metadata repositories, and other data management tools. Produce database design schema for integrating source data into data management systems. Ensure compliance with data management standards. Recommend new or modified standards to increase efficiency. Recommend performance enhancements such as increasing storage capacity or modifying interfaces. Plan and coordinate the migration of data to a newer version of a database management system. Perform a wide range of database administration functions, including running test queries, troubleshooting database problems, maintaining version control of database entities, advising customers on new database features, and leading studies to evaluate the effectiveness of current database methods and procedures. You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. This experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies:
1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving. Specialized experience for this position includes that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. In addition, your experience must include work that consisted of developing logical data models to be translated into workable physical database schema and structures in the database development process; Selecting modeling methodologies and tools (e.g., CASE data modeling products); Generating models that are capable of accommodating new and unanticipated business requirements and processes; Verifying model integrity; and Maintaining and revising existing models. - The experience may have been gained in the public sector, private sector or Volunteer Service. You must have been at the GS-13 level for 52 weeks (time-in-grade requirement).

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
