WHAT DOES A PUBLIC AFFAIRS SPECIALIST DO? As a Public Affairs Specialist in Criminal Investigation (CI), you will perform work involved in planning, directing and executing national communication activities to convey complex information concerning CI programs, responsibilities and activities. You will respond to media inquiries, consulting with IRS leadership and informing the public of key CI messages. You will develop professional working relationships both internally and externally in your assigned area of responsibility. You'll consult with internal customers; prepare communication plans to meet specific objectives; develop communication vehicles such as news releases, fact sheets, and web content. You will also work directly with the field office Public Information Officers to provide assistance and consultation to them in initiating and maintaining direct contacts with the media, specialized groups, communities, and other governmental entities. As a Public Affairs Specialist you will:
Assess the desirability of and need for public dissemination of information on Criminal Investigation's (CI's) activities, consistent with broad National Communications and Liaison (C&L) programs, identify the public interest and the potential effect of Division actions, and determines other possible alternatives. Advise management, CI employees, and the National C&L staff, on the probable internal and external reactions to planned Service actions, and determine, analyze, track, and recommend alternatives that may promote maximum support for program goals. Develop professional internal, and in coordination with National C&L, external communication messages, speeches, news releases, feature articles and other material for dissemination and use by other business units or law enforcement organizations. Participate in annual program planning. Assist in providing a mechanism for communicating timely and accurate information to all Criminal Investigation employees (i.e., newsletters, intranet, etc.). Issue guidelines and procedures to managers and employees throughout Criminal Investigation on C&L activities. Coordinate with National C&L to ensure consistency in organizational programs. Establish and maintain effective working relationships through National C&L Media Relations with members of the news media and specialized groups interested in IRS programs and field offices activities. You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
designing, planning, and directing or advising on the public affairs program in an agency or organization that requires a wide range of knowledge of communication requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where you analyze a number of alternative approaches in the process of advising management concerning major aspects of the public affairs program. Examples of experience includes developing and disseminating information materials to the general public or specialized target groups; writing annual reports to congress; speech writing; develop and write for the web.-The experience may have been gained in the public sector, private sector or Volunteer Service. You must have been at the GS-11 level for 52 weeks (time-in-grade requirement).

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
