WHAT DOES AN IRS INFORMATION TECHNOLOGY SPECIALIST (SYSTEMS ANALYSIS) DO? The Information Technology Specialist (Systems Analysis) ITS works with the latest technology in one of the largest financial institutions in the world. An IRS-Criminal Investigation (CI) ITS serves as a technical expert with substantial responsibility for providing guidance and assistance on designing, maintaining, and administering the CI IT network and automated IT systems residing within CI. The work involves the analysis of rapidly evolving network technology, and incorporation of technology with traditional business practices to develop plans for long-range implementation and administration, and to establish criteria to evaluate the effectiveness of current and future operations and programs. As a CI IT Specialist (Systems Analysis), you will:
Represent Criminal Investigation (CI) on interagency work groups established to develop government wide IT systems analysis initiatives and solutions to critical issues. Develop guidelines for implementing broad government wide directives. Lead the evaluation of IRS-CI missions, goals, plans, programs, and business processes to develop an enterprise IT architecture plan for CI. Conduct continuing evaluations of agency business needs to ensure that IT architecture plans are aligned with those needs and that the current and planned IT infrastructure supports the architecture plan. Develop plans and strategies to modify the CI-IT infrastructure to support short and long-range agency goals, objectives, and plans. Independently, or as a team leader, undertake technically complex IT projects studies for CI requiring coordination across functional lines Service-wide and overseas. Plan, organize, and/or lead corporate or large scale IT studies, projects or team efforts, including other subject matter specialists, involving highly technical computer network issues. Research and deploy complex Commercial Off The Shelf (COTS) software and integrate it into the CI IT network. Identify complex systemic IT network problems, provide solutions and/or procedures, or agreements to systemic changes when necessary. Analyze requests for changes and additions to the CI IT network to ensure efficiency and compatibility with current IT operating systems and IT network architecture. Advise on various methods of improving CI IT network performance, on securing the CI IT network, or on networking software/hardware, and on current IT network technology and practices. Provide guidance and assistance on the entire range of IT technical issues. You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. This experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies:
1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving. Specialized experience for this position includes:
Experience that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.At this level, your experience must be sufficient to demonstrate experience in Microsoft technologies, including Windows Server and Active Directory, as well as IT technologies and strategies for IT network and system security.- The experience may have been gained in the public sector, private sector or Volunteer Service. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
